Internet Safety Policy

In keeping with the library’s mission to make accessible a broad range of information in a variety of formats, the Fulda Memorial Library provides free public access to the Internet.

The library has no control over the information available on the Internet and is not responsible for its content. Not all Internet sources provide accurate, complete, or current information. Information on the Internet may be controversial and/or objectionable. Only individual users can determine what is most appropriate for their needs. Parents and legal guardians of minor children must assume responsibility for their children’s use of or exposure to the Internet through the library’s connection. As with other materials in the library, any restriction of a child’s access to the Internet is the sole responsibility of the parent or legal guardian. Parents should guide their children as to choices of Internet sources just as they guide their children’s reading choices.

The library assumes no responsibility for any damage, direct or indirect, that users or anyone else may suffer through library access to the Internet.

It is the policy of the Fulda Memorial Library to provide free access to information to users of all ages, while attempting to protect them from unwanted exposure to graphically depicted obscenity and child pornography and to restrict access by minors to materials harmful to minors. In order to offer such protection, and to comply with Public Law 106-554, Title XVII, also known as the Children’s Internet Protection Act, the library has installed filtering software that is intended by the manufacturer to block access to possible illegal or inappropriate sites. This filtering software should block access by adults to visual depictions that are obscene or child pornography, and by minors to visual depictions that are obscene, child pornography, or harmful to minors, as defined in the Children’s Internet Protection Act. The user should be aware, however, that no device or software can block every site that contains illegal or inappropriate content, and sites may be blocked that do not contain illegal or inappropriate content. The library does not accept responsibility for these incidents.

Requests for disabling the filtering software for purposes of bona fide research of other lawful purposes should be directed to library staff. If the user encounters sites that may be illegal, staff should be notified immediately. Library staff members are able to unblock individual websites and/or disable the entire filter for patrons 17 years old and older upon request. Library staff members will enable filter once again immediately after patrons that have requested filter disabling are finished using that computer.

Users wishing to access the Internet at the Fulda Memorial Library must agree to comply with the following Rules of Conduct:

  • Internet computers will not be used for illegal activity, to access illegal materials, or to access materials that by local community standards would be obscene.
  • Users will obey copyright laws and licensing agreements.
  • Users will not make any attempt to gain unauthorized access to restricted library or Internet files or networks, or to damage or modify computer equipment or software at the library or at another location by using library connections.
  • Users will not disclose, use, or disseminate personal information regarding minors without written authorization of the parent or legal guardian of the minors involved.

Library employees are authorized to take prompt and appropriate actions to enforce the Rules of Conduct, and/or to prohibit use by persons who fail to comply with the Internet Acceptable Use Policy as stated or implied herein.
